What country just got US funding and 5000 jobs to make GE's eco friendly lightbulb?

Just a wild guess, but could that be the working mans friend China? It must be great to have friends in high places. Not only does Immelt get a high Gov. job, but his company does not even have to pay taxes on 5 Billions profit.
