Hook the wire from the + to the minus of the battery, but I don't think that is really the assignment is it? The wire could get very hot or start a fire depending on the battery you are using. If you cut the wire in half, hook one end of each to the battery and the other ends to the two terminals of the light bulb, it will light and you will have a "complete circuit".
